With tensions escalating along India’s border, the Union Ministry of Home Affairs has urged States and Union Territories to mobilise ex-servicemen for civil defence duties.
In a letter to Chief Secretaries of States, the Centre highlighted the need to activate civil defence mechanisms under the Civil Defence Act and Regulations of 1968, empowering States to raise volunteer corps for emergencies including war, natural disasters and armed conflict. Currently active in 244 districts, civil defence units are expected to operate in both peace and wartime scenarios, as outlined in the Union War Book.
District Magistrates, who also head Zila Sainik Boards, have been asked to lead the enrolment drive by convening board meetings and coordinating with local ex-servicemen. Some States have already begun the process, with the Kendriya Sainik Board issuing advisories for registration.
The Centre has also called for closer coordination among Rajya and Zila Sainik Boards and civil defence agencies. Officials have been directed to contact the Kendriya Sainik Board for support.
